Wrong fan sent and parts missing

As the title suggests. I was sent a lower model fan that was cheaper than the one I paid for. I decided something is better than nothing so I didn't send it back for replacement. Upon emptying the box I then realised all the screws and nuts are missing so the fan was not able to be be erected. I had to go and buy screws and nuts in order to build the fan. Awful quality
