This is the adapter plug converter cable that connects to the laptop via USB Type C. You need a USB C adapter or power bank to support it. But the USB C adapter or power bank should have enough power (wattage) to charge the laptop. Please make sure that the wattage (volts and amperes) of the USB Type C adapter is not lower than the input of the laptop (you can check it on the bottom of the laptop).
