I have mixed feelings

The supplier did not deliver half of the listed items.( solar rails, switches, dropper wires, bulb holders). I made a complain at the collection point where I was promised to get the items in two days and it never happened. I feel conned. Why would one list items they know they will not deliver yet I paid for them?
