Yes you can use it even in the absence of internet. For this please ensure you have a good quality memory card. Press the reset button three times and wait for a voice prompt from the bulb saying "Entering into AP mode configuration". After this go to your wifi list and you will see the camera on the list. Press connect and input password 1234567890 then elect to keep the network. After this move to the APP ICSEE and click on the + sign on the top right corner to add device. Click more also on the top right corner and choose AP Mode on the list. The camera will ask you to create your username and password to protect against access from unauthorised users and VOILA!!
AP Mode allows you to record video and play it back. However since you are using the Camera's hotspot, you have to be within range of the camera. It is an alternative to those who have no internet.
